Who is City of Delta
The City of Delta is a municipality in Metro Vancouver that operates a wide network of civic facilities, administrative buildings, recreation centres, arenas, pools, libraries, park amenities, and more, serving a community of 108,000+ residents.

The Challenge
Delta approached us as they needed a single, citywide framework to standardize how facilities are cleaned, maintained, and inspected across sites. Roles and responsibilities had to be clear for the central Facilities and on-site teams. The City also wanted practical checklists, training topics, and quality controls that align with safety, accessibility, and environmental expectations.
Our Approach
It was a unique project as they already had a lot of moving parts and existing municipal documentation. Our winning approach was to review existing SOPs, janitorial specs, and maintenance practices, then benchmark against municipal best practices.
From there, we drafted a concise outline that sets policy intent first, then anchors daily work with responsibilities, schedules, forms, and monitoring. We kept the structure modular so each facility can add its site-specific details without breaking the citywide standard.
The Solution
General Facilities Management P&P Outline: clear purpose and scope covering all City-owned and leased sites; defined responsibilities for Facilities, site staff, and contractors; general and specific cleaning procedures (e.g., restrooms, floors, kitchens); preventive maintenance schedules; safety protocols (biohazard, electrical, PPE); training guidelines and delivery methods; inspection forms, QA/deficiency handling; resources (approved products, SDS, reference links); and a change-log for updates.
Templates & Checklists: daily/weekly/monthly cleaning and maintenance checklists, routine inspection forms, and a simple update cadence so departments can keep documents current.
The Results
Delta now has one outline that turns policy into daily practice. Site teams know what to do and when; supervisors can inspect against the same standard; and Facilities can update once and roll changes citywide. Onboarding moves quicker, vendor scopes are easier to bid and manage, and compliance reviews are simpler because forms, schedules, and responsibilities line up across buildings.
