Who is Roopex Living

Roopex Living is an Ontario residential service provider supporting adults with developmental disabilities across three programs: a long-stay group home, respite, and Supported Independent Living.

The organization was new, and the undertaking was significant. Opening a residence for adults with developmental disabilities in Ontario involves entering a highly regulated operating environment, assuming responsibility for some of the province’s most vulnerable individuals.

The Challenge

Roopex Living came to us needing the complete documentation infrastructure required to operate a regulated developmental services home in Ontario. Not a policy manual. The entire apparatus.

In this sector you cannot open the door until the paperwork exists. Ontario’s framework, built on the Services and Supports to Promote the Social Inclusion of Persons with Developmental Disabilities Act and the Quality Assurance Measures regulation administered by the Ministry of Children, Community and Social Services, reaches into nearly every operational decision a provider makes.

An operator can have the house, the staff, and the funding, and still be unable to admit a single person until the required policies, procedures, forms, and training exist and can be produced on request.

The primary challenge was managing three distinct service models within a single organization.

Long-stay, respite, and Supported Independent Living are not variations on a theme. A long-stay resident lives there. A respite guest arrives for a few days with their own medications, their own routines, and their own consent chain, then goes home again.

Supported Independent Living happens in someone else’s home entirely. Written carelessly, a manual covering all three either contradicts itself or retreats into generalities so broad that no one can follow them at two in the morning.

Our Approach

We built one controlled document system rather than a stack of separate documents.

Every policy was written to the same ten-part structure: purpose, scope, policy statement, definitions, procedure, roles and responsibilities, documentation requirements, training requirements, references, and associated forms.

That consistency is not decoration. It means a reviewer looking for a mandated form or a required training knows exactly where to find it in any policy, and it means nothing gets quietly omitted, because an empty section is visible on the page.

We mapped each policy to its legal authority before writing it, so every one carries its citation rather than gesturing at compliance in a preamble. The developmental services legislation and Quality Assurance Measures regulation, the Personal Health Information Protection Act, the Occupational Health and Safety Act, the Employment Standards Act, and the Fire Code each appear where they actually apply.

The mixed service model got explicit treatment rather than a footnote. Where long-stay and respite diverge, the manual says so and gives each its own procedure. Medication reconciliation at respite arrival and departure became its own standalone policy, because that handover is the single point where a respite program is most likely to hurt someone.

We then addressed a gap many operators overlook by creating dedicated training programs for every policy requirement.

The Solution

Policies and Procedures Manual: fourteen sections and thirty policies spanning governance foundations, individual support planning and admissions, financial assistance and trust accounts, health and medication, abuse prevention and reporting, privacy, premises safety, resident and guest safety, behaviour support and intrusive intervention, human resources, serious occurrence reporting, complaints and feedback, service records, and Supported Independent Living operations; every policy carrying purpose, scope, policy statement, definitions, procedure, roles, documentation requirements, training requirements, references, and associated forms; wrapped in front matter covering a letter from the CEO, document control and revision log, guidance on using the manual, acknowledgment of receipt, glossary, and a CEO approval page.

Emergency Preparedness and Continuity of Operations Plan: a companion controlled document mapped section by section back to the manual, with home overview, definitions, and a risk assessment covering power outages, severe weather and environmental emergencies, staffing shortages, behavioural emergencies, medical emergencies, infectious disease outbreaks and pandemics, and communication disruptions.

Employee Handbook and Forms Package: a full handbook covering the employment relationship in a regulated developmental services setting, with eleven companion forms spanning acknowledgement of receipt, employee information, confidentiality and privacy undertaking, conflict of interest disclosure, leave and accommodation requests, workplace violence and harassment reporting, injury and incident reporting, performance review, disciplinary action, and exit and return of property.

Forms Library: coded, cross-referenced forms attached to the policies that require them, covering governance, abuse reporting, behaviour intervention, admissions, medication, and incident documentation, with consistent naming so every policy points to a form that exists and every form traces back to a policy.

Staff Training Program: fifteen presentation modules totalling 144 slides, tiered into core pre-service, substantive, and compliance training, each scoped to a defined audience and built directly from the policy it enforces.

The Results

Roopex Living can operate.

The organization holds one aligned system rather than a shelf of unrelated documents. Policies cite the regulation. Forms exist for every policy that calls for one. The handbook agrees with the manual.

The emergency plan maps back to it. The training is built from it. Onboarding, supervision, and audit all run off the same source, which is why they will not drift apart over time.

The regulatory position is defensible under scrutiny. A reviewer asking how abuse is reported, how medication moves at a respite handover, or how a serious occurrence gets escalated receives the same answer from the policy, the form, and the training slide, because all three came from the same place.

And the mixed model works on paper the way it has to work inside the house. Long-stay, respite, and Supported Independent Living each have their own procedures where they genuinely differ, and share procedures where sharing is safe. Staff moving between programs are not guessing.
