Who is Our Client
Our client is a California-based 501(c)(3) nonprofit that delivers expanded learning, enrichment, and structured play programs to TK through 8th-grade students statewide, employing over 350 trained staff and serving more than 300,000 students annually.
They had held the Orange Unified contract since September 2023. Which, counterintuitively, is exactly why this bid was dangerous.
The Challenge
Incumbent contractors often lose competitive rebids, and they tend to fail in predictable ways.
Because the working relationship is strong and delivery has been reliable, contractors often treat the rebid as a mere formality. Meanwhile a challenger with nothing to lose submits a document written like their existence depends on it, because it does. Procurement decisions are based solely on written proposals; existing goodwill is not part of the scoring rubric.
Orange Unified had been served across ELO-P, enrichment programming in sports, fitness, arts and dance, intersession and summer programs, and structured recess.
Three years of evidence sat inside that relationship, and almost none of it was written down in a form an evaluator could score. Everything that made our client the right answer lived in the heads of the people delivering it.
The contract was worth between $500,000 and $2 million. The window was roughly two weeks.
Our Approach
Our winning approach was to bid as though we had never worked there.
We deliberately set aside the assumption that the district already knew what our client did, and we made them prove it on paper, line by line, the same way a first-time bidder would have to. Familiarity earns nothing on a scoring sheet.
That made the first job extraction rather than writing.
We sat with the people actually running the program and pulled three years of operational history into documented, verifiable form: service history by program type, site and student scale, staffing structures and role definitions, quality and continuous improvement processes, compliance and clearance positions, and reference figures with named contacts. Delivery knowledge became scorable evidence.
We then did what most incumbents skip. We mapped the rubric fresh, identified where an aggressive challenger would attack, and answered those points explicitly rather than assuming a good track record would cover them.
The Solution
Full RFP Response: complete proposal narrative treating the district as a new evaluator, covering program approach, scope of work, methodology, staffing and governance, quality assurance and continuous improvement, risk mitigation, pricing, and executive summary.
Incumbency Evidence Conversion: three years of delivered service translated into scored proposal content, including service history, site and student scale, quality processes, compliance record, and reference structure, all stated as verifiable evidence rather than as relationship.
Compliance and Forms Management: requirement crosswalk with trap-risk ratings, mandatory forms tracking, addenda monitoring, insurance verification, and submission control.
Strategy and Win Themes: rubric-weighted section plan, win themes written as district benefits, and challenger-attack analysis with each vulnerability answered directly in a scored section.
The Results
Our client retained Orange Unified.
The submission went in as a competitive bid rather than a renewal request. Three years of delivery that had lived in conversation and habit now sat on the page as evidence an evaluator could score, and the two-week window went into sharpening the argument rather than defending the relationship.
Our client also came out of the process holding something they did not have going in: their own operating history, documented, current, and ready for the next evaluator who asks.
While relationships get organizations invited to bid, documentation is what wins the contract.
